The exp gains are percentage-based, always the same no matter the current character level. So, do the math.

No, level 80 boosts are not tradeable or purchaseable from the gem store. It's a one time gift for current and future expansion owners. It's meant as an incentive to buy the game and as a way to get into the action faster for those who want to.
